AGE AND THE COMING TO AGE FOR DEAF AND DUMB PERSONS

ABSTRACT
In Turkish Penal Code, the affectivities of deafness and dumbness to perception
and volition capacities were separately organized. But an article about wronged deaf and dumb persons has been not found.
Additionally, an article about deaf and dumb persons was not reported in Turkish Civil Code.
In Our study, deaf and dumb cases examined by Fourth Special Board of Council
of Forensic Medicine between 1985 and 1994 were searched for their demographic specializations and were evaluated used literature
information for correlation between deafness & dumbness and moral awareness age & coming to age.
Ages of cases are between 7 and 69. %33.37 of cases is woman. % 60.46 of cases
is suspected and %31.39 of them is victim. For %8.13 of cases are asked whether there is their legal efficiency.
One of cases have not moral awareness is schizophrenia and others are oligophrenia.
Moral awareness is the resist to rape and to emotional resistance due to organized personality. It is no ignorable true that
a deaf and dumb child that he/she had introversion, retarded developing of personality and emotionality, defect in perception
and deficiency of organized thought, will more lately research mental maturation according to him/her peers.
The coming to age is defined the end of 18 years old because emotional resistance
and minimum experience needed for legal efficiency are winnable at this age. However a deaf and dumb person can strongly win
an experience because of deficiency of communication. If the coming to age for deaf and dumb persons will be 21, their harms
caused from laws can be compensating.
